So far so good

Its not like I'm some kind of flag expert; I'd seen Scandi flags recently, & knew at least one member of each of the other pairs didn't involve crosses, &/or didn't involve red, white & blue.

Belgium does not have red, white, and blue. It is black, yellow, and red.
The Netherlands and Luxembourg are also red, white, and blue but the orientation is different than France.
No matter where you go, there you are.

You can find other nearly identical flags in the Wikipedia article List of flags by color combination.

Red, white and blue:
Faroe Islands (Danish territory) is like Norway and Iceland with a different permutation of the colors.
Cuba and Puerto Rico
Netherlands and Russia (I'm surprised nobody on Jeopardy! got this. I would have, as I've visited St. Petersburg and seen a TV miniseries about Peter the Great.)
Also surprisingly, no country's flag is like France's.

Bolivia and Lithuania
Palestine and Sudan
Bulgaria and Hungary
Poland and Indonesia or Monaco

It helps if you know a "sideways cross" on a flag is called a Nordic cross.

See if I can do this by process of elimination -- Not D, UK isn't a cross. Not A, Italy is red, white, and green. Not C, France has bars, not a cross. I think Belgium has yellow in it. That leaves B.
