20K: rigged 50/50 would leave AK & MT. Considering area given, probably AK. But I'd call +1 too.

I am annoyed by this guy saying "I am an engineer" when he is about to do simple addition, or answer Q even less related to engineering.

It's pretty simple. Both Alaska and Montana have only one congressional district. Since Alaska is the largest state, its district is larger than Montana's district.
