Countries in South America is 12, +3 is 15.
US states east of the Mississippi is well over 21 by itself.
Canadian provinces - this is tricky because there are 10 provinces and 3 territories. Assuming they are sticking strictly with "provinces", the total is 19.
Main islands of Hawaii is 8, +10 is 18. So the answer is "C".
