I thought Larry Harmon was Bozo.

Why I knew that, I don't know. I can remember this, but I can't remember what I did 10 minutes ago.

Growing up in Boston, this was the Bozo I remembered.
Bozo got franchised.
But please don't tell me that Miss Jean of Romper Room was also franchised.

Harmon created Bozo. Avruch was Harmon's choice to be the one for syndication, for those areas which didn't have their own version.

Romper Room itself was franchised, but I believe each city had their own Miss Something-or-other, with different actresses and names.

Romper Room was both franchised and syndicated, according to Wikipedia. "Miss Nancy" was the national host but many cities had their own host; "Miss Jean" was for the Boston area.

One of the ones I remember from the Birmingham AL station was also the 5 o'clock news anchor. I read he had about half an hour to get out of the Bozo outfit and makeup and get into the regular suit and news makeup before going back on air.
