Actually they already have knife control.

Many types of knives (butterfly knives, switchblades, knives disguised in everyday objects, for example) as well as other similar weapons (swords, throwing stars, and batons) have been outlawed outright. Only pocket knives can be purchased by anyone younger than 18 or carried around. Exceptions are made for weapons used for work or teaching purposes, or of religious or cultural significance.
