Trump could have chosen to do so if he wanted. He also could have issued an official proclamation if he wanted instead of merely a tweet that didn't recognize any of John McCain's achievements (followed by a number of tweets patting himself on the back for various things). After receiving lots of heat for this, Trump has now issued an order extending the half-mast period until after McCain's funeral. The statement from the White House:
Obama ordered flags at half-mast until the funeral for Ted Kennedy, Robert Byrd, and Daniel Inouye, who were three of the four Senators to die while in office in his term, along with Justice Antonin Scalia.
