Sorry I couldn't read the WSJ article, but we have discussed this before. Here's a thread with the various proposed new maps and the final one:

The Democratic and Republican proposals are all partisan, but they're much better than the former map (created by a Republican legislature and governor) that was very, very gerrymandered:

The point of the article was the money going to various judges, by unions, etc who are partisan, ie dem.
