I don't know the rationale for Rob Lowe being the answer to 38., but that appears to be incorrect. I can't find a correct answer from those few breadcrumbs in the clue, though.
That's one answer I have no doubt about! The incident was notorious at the time.

38. His worst appearance was in an independent production made shortly before the 1988 Democratic Convention; neither of his co-stars ever appeared in another movie.

From Wikipedia:
In 1988, Lowe, who was 24 years old at the time, was involved in a sex scandal over a videotape of him having sex with two women: Tara Siebert who was 22 and her younger friend Lena Jan Parsons who was 16 years old at the time. The three met at Club Rio, an Atlanta nightclub. They were videotaped the night before the Democratic National Convention in Atlanta, Georgia.
I was just smelling their hair, I swear!
Don't be like this me.

94. In the upcoming fifth season of a popular anthology series, she will play a housewife on the run from a local sheriff played by Jon Hamm.
JUNO TEMPLE, who by the way, played Queen Anne and Jane Boleyn

Hm. Lots of X and Y movies among the actors.

For instance, 49. GEORGE CLOONEY was Batman in Batman and Robin. 3. Uma Thurman was also in that movie. Chris O' Donnell, who played Robin, the other title character, was in E. Mad Love.

Paul LeMat was Melvin in Melvin and Howard, and Jason Robards was in Pat Garrett and billy the kid. And Warren Beatty played Howard Hughes in a different movie.

Gary Oldman played Sid Vicious in Sid and Nancy, and Chloe Webb (The Belly of an Architect) played Nancy

Ruth Gordon -- Harold And Maude

Kat Dennings -- Nick and Norah's Infinite Playlist

And so forth. This might be a red herring, but even if it's not, it's only about half the Tangredi. But I have to go to bed now.

And Juno Temple played Diane in a movie called Jack and Diane, and Riley Keough (American Honey) played Jack.

Johnny Depp & Mary Stuart Masterson were in Benny & Joon
Vivien Leigh was in Caesar & Cleopatra
Ann Reinking was in Micki & Maude with Amy Irving who was in Crossing Delancey
Geena Davis was in Thelma & Louise
Rob Lowe was in Frank & Jesse
Elle Fanning was in Ginger & Rosa
Uma Thurman was in Henry & June with Fred Ward who was in Tremors
Bill Cosby was in Hickey & Boggs with Robert Culp who was in Turk 182
Rachel Griffiths was in Hilary & Jackie
John C. Reilly was in Holmes & Watson
Whoopi Goldberg was in Homer & Eddie with Jim Belushi who was in K9
Amy Adams was in Julie & Julia with Meryl Streep who was in A Cry in the Dark
Hugh Jackman was in Kate & Leopold with Meg Ryan who was in Against the Ropes
Diane Keaton was in Mack & Rita with Elizabeth Lail who was in Countdown
Jodie Foster was in Napoleon & Samantha with Johnny Whitaker who was in The Biscuit Eater
Spencer Tracy was in Pat & Mike
Sidney Poitier was in Porgy & Bess with Dorothy Dandridge who was in The Harlem Globetrotters
Ewan McGregor was in Raymond & Ray
Selena Gomez was in Ramona & Beezus with Joey King who was in Slender Man
Frank Langella was in Robot & Frank
Peter Lawford was in Salt & Pepper with Sammy Davis Jr. who was in Sweet Charity
Gina Lollobrigida was in Samson & Delilah with Yul Brynner who was in Westworld

A bit of clarification. The two names do not have to be the only words in the movie title. However, the title must include two names separated by "&" or some similar signifier. If there was a movie called Winken and Blinken Sail Away, that might make the list. But When Harry Met Sally is not on the list.

Go back and look at Frank's recent posts and you may get an idea how the second actor figures into the triple.

If my Bonnie and Clyde match is correct, the first actor (in this case Warren Beatty as Clyde) played one of the title characters. The actor who played the other title character (Faye Dunaway as Bonnie) appeared in one of the movies on the list. And the second actor (Dorothy Province) played the same character (Bonnie) in a different film.

Steve Allen has only 5 movie credits where he did not play himself:

Peter Pepper in I'll in I'll Get B y
Benny Goodman in The BENNY Goodman Story
Steve "Mac" McInter in College Confidential
Perry Knowland in Warning Shot
Morgan Klein in Where Were You When the Lights Went Out

In Benny & Joon:
Johnny Depp played BENNY
Mary Stuart Masterson played Joon

I feel like I'm really close, but I'm not seeing the final link

PS Sorry for the funky spelling in the first title but the word that is spelled with a space in the middle caused an internal service error when I typed it normally. Go figure.

Johnny Depp didn't play Benny, that was Aidan Quinn. But there's no obvious Aidan Quinn movie in the list that I could see. Maybe it's one of the mistakes.

If this is a match, then this is where I went off track. Because the Bonnie Parker played by Dorothy Provine was the same Bonnie Parker played by Faye Dunaway, I assumed that, in all cases, the character was the same and not just the name.

This has to be right, since Michael Jayston didn't appear in the many movies.

7. JANET SUZMAN (Nicholas and Alexandra)
S) This movie was one of the American Film Theatre’s adaptations of acclaimed plays; a key scene involves a man’s attempt to remove a woman’s water glass from the adjacent table.
THE HOMECOMING (Michael Jayston as Nicholas)

So what we need are people who played TITLE roles of Robin, Howard, Nancy, and Nick. And we need a Bud Cort movie.

TANGREDI CONSOLATION

Below you will find clues to 94 actors and 50 movies. First, you must identify the actors and movies. Then you must arrange them to form 50 triples, each consisting of two actors and one movie, according to a Tangredi, or principle you must discover for yourself. Six of the actors are used twice.

COMPLETED PAIRS (I didn’t bother listing all of the partials that have been suggested, though some of them will certainly figure into the end solution.)

92. WARREN BEATTY + H) OKLAHOMA CRUDE (Faye Dunaway) = Bonnie and Clyde
