Of course he is--setting up a three-way race between a professional wrestler, a comedian, and, in all honesty--maybe the stupidest guy in the Senate.

He says he isn't - but gave a little space for wiggle room, saying that "if God comes to him and tells him to run the way God told the president to invade Iraq" then he'll run. He has until 5PM today (Central time) to file. His daughter is disabled (I forget the name of it, but he once said that her brain is like swiss cheese) and I think all of the publicity and attention the family got before was difficult for her.
