In baseball, when a double play which is scored as a 1-6-4-3 double play, which position players handle the ball and in which order?

Never heard of this. I would guess pitcher-3rd base-shortstop-1st base.

1 -6 - 4 - 3

Pitcher to shortstop to second baseman to first baseman.
In the real world, this happens most frequently when a left handed pitcher out of best fielding position at the end of the pitch ticks the ball with his glove, and fortunately, it goes to the shortstop.

I w ill post two questions now,as I can't count on my access.
