Toronto and Boston share this political distinction, one which is not held by most of the other great cities of the North American East and Centre, including CHicago, Detroit, Montreal, New York Philly and Baltimore.

They're the capitals of their state or province and also the largest city in said state or province.

Indeed, both are capital cities. Mass and Ontario.
It does increase the sometimes infuriating insularity of Toronto (viewed from elsewhere in the province). Dont know about Boston, but I think there too.
