No, I was wondering why the CIA was encouraging people to write secret messages. I thought they wanted to be able to read everything. Weren't they the ones complaining about PGP and other encryption tools that made their jobs harder (if not impossible)?

I'd bet that the CIA can crack any technique described in that book.

Although I haven't looked at the web site, I do believe this is directed toward children and teens who are interested in codes.
