To paraphrase Dave Barry:
The rules for using the apostrophe have changed so much in the last few years, it is now regarded as a warning that there most likely will be at least 1 "s" in the word where the apostrophe is placed. This will not limit the number of apostrophes or the number of "s"s, nor does it imply any restriction on where the apostrophe may be placed within the word.
Enough already. It's my fault! Get over it!

Actually, I gotta make the mistake now of going back to the original post of Peacock and think again.
The program is a training program.
What kind of training?
It is training which takes people who are not on staff and turns them into assistants.
It has the quality of "movement towards or change into" which makes "assistants" a direct object. Accusative case in Latin. Just like "absurdum" in "reductio ad absurdum".
